Billy Charles Hines Jr.

Billy Charles Hines Jr., served as the Director of the United States Department of Transportation, Pipeline and Hazardous Materials Safety Administration’s Office of Hazardous Materials Safety Field Operations Southwest Region. Mr. Hines had over 20 years of hazardous materials experience and was primarily responsible for leadership and management of the region operations and enforcement program. He began his service to country in 1983 with the U.S. Army working in the Logistics and Transportation areas.

Mr. Hines served in various positions ranging from a Transportation Specialist in Washington DC to Non Commissioned Officer In Charge of the Transportation Office in Fairbanks, Alaska. He came to the Department of Transportation after successfully supervising the movement of over 20 million dollars worth of equipment from Europe to the United States for the Army Reserve. Mr. Hines joined PHMSA’s Southwest Region as a hazardous materials investigator in 1997 and bought with him a vast knowledge on hazardous materials investigations, safety, security, and training.

He excelled as a senior investigator and was selected to lead the Southwest Region in 2003. As Director, he was recognized for his ability to work with various offices, departments, and leadership to accomplish the organizational goals and mission of the U.S. Department of Transportation. Mr. Hines received several awards including the Secretary of Transportation Award for EEO/Diversity because of his establishment and implementation of an internship program that provided public service opportunities to college students across the country. A couple years ago, Mr. Hines was temporarily reassigned to Washington DC where he was instrumental in leading the field program through the agency’s reorganization. Following his national leadership assignment, Mr. Hines successfully completed executive leadership training at OPM’s Federal Executive Institute.

Mr. Hines earned an Associate Degree in Liberal Arts from St. Leo University, Bachelor of Science in Public Affairs and Master of Public Administration Degrees from Texas Southern University, Barbara Jordan-Mickey Leland School of Public Affairs. He completed an Executive Education Program at Harvard University, John F. Kennedy School of Government and was a senior fellow with the Partnership for Public Service. Mr. Hines was in the process of continuing his education by pursuing his Doctorate in the Administration of Justice focusing on the Strategic Leadership of Regulatory Agencies at Texas Southern University. Mr. Hines was a graduate of M.B. Smiley High School in Houston, Texas.

A proud native Texan, he is the son of the late, Billy Charles Hines of Point Blank, Texas and Lillie M. Young of Houston, Texas via Palmetto, Louisiana. He grew up in the church at Zion Hill Missionary Baptist and upon returning to Houston joined Brookhollow - The Church Without Walls in Texas. Mr. Hines was married 24 years to Dr. Lason Mackey of Pittsburgh, Pennsylvania. Mr. Hines leaves behind three children: Lenzy Mackey-Hines, Brittiny Hines, and Lorenzo Hines. His three God-children: Kezian and Quirique McDaniels, and Journey Williams, and a grandson: Carter Amir Mackey, a sister Angela Tonetta Hines, married to Darin Sewell; brothers: Cederick Ray Hines and Eric Jermaine Hines, and a host of uncles, aunts, cousins, and friends. In his spare time he loved genealogy research, playing computer games, and mentoring others to pursue higher education.
